Providing site services to make way for a state-of-the-art healthcare center

In the Summer of 2019, WellSpan broke ground on its new, state-of-the-art Heart & Vascular Center, adjacent to the Apple Hill Health Campus in York Township. Warehaus provided civil services including site design and permitting with York Township, NPDES permitting and Erosion and Sedimentation Control Plan approvals with the Pennsylvania Department of Environmental Protection and York County Conservation District, and traffic design and permitting of a Highway Occupancy Permit with PennDOT. Each aspect of the project provided unique challenges.

Warehaus was tasked with designing a layout for the Heart and Vascular site that would provide connectivity to the existing Apple Hill Campus. This required adjustments to Monument Road and having York Township abandon its right of way for the existing roadway. This also resulted in a need for a new access point into the Apple Hill Campus off Grantley Road. Warehaus also had to ensure adequate parking was provided for the needs of the Heart and Vascular Center, including additional spaces for the parking-constrained campus. Furthermore, several lots owned by the Client were consolidated into two lots via a reverse subdivision plan. Each of these aspects required close coordination with the Township throughout the Subdivision and Land Development Plan permitting process.

Warehaus faced challenges with the NPDES permitting, as the site is not favorable for infiltrating stormwater generated by the new development. In its history, the site was also an orchard. Warehaus prepared watershed studies to satisfy the PA DEP’s concerns that the site would contribute to the degradation of the watershed. Warehaus also coordinated with a geotechnical consultant to prove that the site’s soils were safe for development. Ultimately approvals were obtained.

Warehaus prepared a significant traffic design plan that saw the addition of a traffic signal, turn lanes, and road widening. This challenging task was compounded by the need for extensive communications with neighbors by the Client to accommodate such improvements.
